The Arena Garibaldi is the stadium of Pisa and the Pisa Sporting Club, but it was born in 1807 as a structure for various types of events: there was indeed a daytime amphitheater for theatrical performances of the time, and horse races were held on the surrounding lawn. The name, until 1882, was that of Arena Federighi (Sabatino Federighi was the first owner of the facilities).
The activities of the Arena continued until 1896, before a period of abandonment of the land and facilities until 1919. In the meantime, in 1909, the Pisa Sporting Club was born, which in its first years of sporting activity, played on various playing fields (Piazza San Paolo a Ripa d’Arno, Piazza d’Armi, Velodromo Stampace, and Campo dell’Abetone).
In 1919, the land of the Arena was purchased by Pisa, which transformed it into a regulated sports field. The construction of the first structures (covered stand and uncovered stand for spectators) dates back to 1931, when the stadium changed its name to Campo del Littorio.
After the end of the war, with the original name returned, the structure developed to take on the characteristics of a modern stadium, but was incorporated into the populous Porta a Lucca neighborhood: the North Curve dates back to 1961, while the new Stand, built along with the South Curve, dates back to 1968. In 1978, the ring of stands was closed with the extension of the two curves next to the stand, and in the summer of 1982, the covered stand was renovated and expanded, demolishing the original roof. The stadium has hosted up to 35,000 spectators.
The last modification of the facilities dates back to 1989, when the athletics track was removed, the field lowered and the steps completed downwards. In 1999, following the disappearance of fan Maurizio Alberti, the North Curve was named in his memory, while in 2001, Arena Garibaldi was co-named after the late President Romeo Anconetani.
In 2007, the Arena celebrated its 200th anniversary.

Considering the Memorandum of Understanding between the Ministry of the Interior, the Minister for Sport, the CONI, the FIGC, the Professional Leagues, the National Amateur League, the A.I.A., the AIC and the A.I.A.C. for “The Revival of Management between Participation and Simplification” of August 4, 2017;
Considering Article 27 of the Sports Justice Regulations;
The present “Code” is adopted and is regulated according to the following methods:
Art. 1
Definition –
The “institute of approval” (hereinafter: approval) is the power of the “Pisa Sporting Club” Sports Society, to not sell the access title or to suspend its effectiveness. Approval applies not only for behaviors verified after the purchase of the ticket or the subscription of the membership or loyalty programs, but also for those behaviors held before the purchase or subscription of said access titles.
Art.2
Relevant Conduct –
All behaviors directly connected to a soccer event are relevant for the evaluation referred to in Article 1, regardless of the place and time in which they are held. A soccer event is any initiative or moment organized by the sports society, therefore not limited to official occasions only. Conduct contrary to the values of sport, as well as all acts that substantively express discriminatory behavior based on race, territory, ethnicity, and religion towards the opposing team’s fans, the Institutions, and civil society, are also targeted. Actions that result in administrative penalties for the sports society are also covered.

Conditions –
The inhibitory measure does not entitle to any type of refund. The transfer of the title to third parties is allowed, provided they meet the requirements to use it. The inhibitory measure does not affect any benefits accrued according to loyalty programs, unless the benefit concerns the event for which the prohibition is imposed. In this case, the award can be used in the game subsequent to the last of those inhibited, as long as the sports calendar allows it, otherwise the benefit is lost. If another relevant conduct is held by the interested fan during the suspension, an additional inhibition may be initiated, which adds to the previous one, without the possibility of absorption.

Publicity –
This code is published, from the moment of adoption, on the official website of the sports society, www.pisasportingclub.com as well as, in extract, at all ticket offices and access gates of facilities and sports centers related to the “Pisa Sporting Club” Society.

The following factors constitute evaluation parameters:
Acts committed within the stadium that also constitute violations of the use regulations will be censored with both types of measures (sanctioning and inhibitory), as they have different natures.

Duration of Measures –
The duration of the interdictory measures is proportional to the gravity of the event, identified according to the criteria set out in Article 6. The range of duration of the inhibitory measures can vary from a minimum of one or more days to a determined number of seasons. Through a specific computer platform, the company will record and notify the suspension period of the approval to the ticketing company, inserting a specific alert that will be recorded, collected and processed in compliance with the privacy regulations in force from time to time.

Procedures –
The challenge of conduct containing the description of violations is communicated to the subject, identified through the data registered for the provision of the access title – if the conduct is subsequent to the issuance of the title – or through direct knowledge, or even through the help of the Police Force, which can be requested by the Company in all cases where it intends to report the subject (if the prerequisites exist), by registered mail or other notification method, within 7 days from the identification of the subject to whom the relevant behavior is attributed. The subject, within 5 days of receiving the challenge, has the right to present to the Company their own “justifications” for their evaluation for the modification or revocation of the measure, as well as to request to be heard. Within the next 20 days, the Company decides on this request. If 20 days have elapsed from the request without the Sports Society having pronounced in the sense of its acceptance, the request must be considered rejected.

Minors –
It is possible to issue inhibitory measures against minors, provided they have reached the age of fourteen. The minor with a subscription, whose parent is the recipient of an inhibitory measure from the “Pisa Sporting Club” Sports Society, may be accompanied by another adult in possession of a valid access title.

Relations with other Procedures –
The application of the aforementioned inhibitions is independent of any criminal/civil proceedings, as the behaviors subject to review may harm different interests. The application of the inhibitory measures does not prejudice, in any case, the right of the company to take legal action against the author of the violation.
